This qualification will develop knowledge and skills in areas such as planning the work, locating and identifying buried services and safe execution of works.
This qualification covers the following areas:
- understand and interpret documents published for guidance regarding services in construction
- understand and prepare for detecting the location of utilities buried services
- understand the maintenance requirements of underground ground detection equipment
- be able to recognise electromagnetic fields and how they relate to underground utility location of services
This qualification may be available through employers, training providers and colleges. It is offered in England.

Rationale and purpose of this qualification
This is a knowledge-based qualification, comprised of one unit which will cover the guidance and knowledge requirements outlined by the Health and Safety Executive, which is aimed at all those involved in commissioning, planning, managing and carrying out work on or near underground services. It outlines the potential dangers of working near underground services and gives advice on how to reduce any direct risks to people’s health and safety, as well as the indirect risks arising though damage to services.
This qualification is aimed at all those who are currently working in construction or associated industries as site managers, supervisors or operatives. It applies to situations where underground services may be found and disturbed, including street works; road works, excavation, drilling and piling; demolition and site remediation; site investigation surveys; and any other work that involves penetrating the ground at or below surface level.
Its primary purpose is to develop the learner’s occupational knowledge as a site manager, supervisor or operative so that they can be assessed against national standards. This qualification will provide candidates with the knowledge and skills to safely locate buried services and provides advice and instruction on how to reduce the risks.
This qualification delivers the underpinning knowledge needed to meet the nationally-recognised standard for the role and so provides a sound basis for working in the industry.
Learners who achieve this qualification can use it to gain employment, to progress in the industry, or to work towards another qualification (see Progression).

What does this qualification cover?
As this is a knowledge-based qualification, learners will be acquiring the knowledge and skills required through on-the-job experience or in a learning environment.

Who is this qualification for?
This qualification is suitable for:
- learners with no prior experience
- learners in employment who wish to enhance their career prospects
- learners not in employment who wish to enhance their career prospects
- apprentices
- school leavers
- adults returning to education
There are no specific skills, knowledge, understanding or any other qualifications that must be achieved to start this qualification; however learners must have the potential and opportunity to gain this qualification successfully.
Entry
Entry to the qualification is at the discretion of the centre.
This qualification is mainly taken by individuals employed or seeking employment as an operative, supervisor or site manager in construction.
Progression
Learners may progress from the Level 2 Award in Utility Location and Avoidance in Construction to a range of qualifications at Level 2 and above, including Roadbuilding and Maintenance (Construction) and Construction and Civil Engineering Operations.

How to assess
Ongoing course assessment will apply. The unit specification gives detailed information on the assessment criteria, assessment (evidence) requirements and guidance on instruments of assessment for the unit.
This qualification is assessed by completing various tasks to evidence what has been learned. This can be carried out through practical assessment, knowledge-based questioning, or online assessment. The assessor can then confirm that the learner has met the requirements of the qualification and that they have the necessary underpinning knowledge and skills.
The assessment process will ensure that the learner can complete the tasks that they have been directed to undertake and that they can interpret the instructions correctly. They will demonstrate that they can select the appropriate resources for the tasks and can complete them within the given timescales and specifications.
