1. What was the value of spend on temporary staff from recruitment agencies by the SQA from April 2023 to June 2024?

1a. Please ensure that a gross spend value is detailed and include all spend associated to any contract let for the management/provision of temporary staff by a contracted provider (whether Vendor neutral or Master vendor). Please ensure that all figures are provided separately by year.

2. If you have a managed service provider (MSP) in place for the provision of temporary agency staff, please provide the following.

2a. How was the contract to manage/provide the supply of agency/temporary staff let?

2b. Who was the contract to manage/provide the supply of agency/temporary staff let to?

2c. When did the contract to manage/provide the supply of temporary/agency staff
commence, how long does it run for and what is the end date?

3. If you use Frameworks please state which frameworks you use and for which categories of staff

4.If you don’t have a managed service provider (MSP) in place for the provision of temporary recruitment agency staff, which recruitment agencies do you use, and what basis were they awarded? 

5. Please can you provide details of the names of the decision-makers who ultimately decide which recruitment agencies your organisation uses.

6. Please provide the name(s) of the person(s) who the manage the recruitment agency contract on a day-to-day basis.

7. Please advise what the permanent agency spend was between April 2023 to June 2024

The spend on temporary staff from recruitment agencies from April 2023 to June 2024 is:

Venesky Brown - April 23/ March 24 - £485,900.75, Apr 24 onwards £1,261,501.56

ASA - April 23/ March 24 - £2490, Apr 24 onwards £0

Lorien April - 23/ March 24 - £1,097,703.71, Apr 24 onwards £259,793.74

Harvey Nash - April 23/ March 24 - £1,559,677.14, Apr 24 onwards £337,162.86

2.  If you have a managed service provider (MSP) in place for the provision of temporary agency staff, please provide the following.

Under section 17 of the Act, when a public authority does not hold request information, it should let the applicant know. There is no MSP in place and as such we hold no information for 2a, 2b and 2c.

The frameworks used are:

Scot Gov Interim IT Services  - SP-22-002 – IT contractors

Temp Admin and Catering Staff – SP-22-003 – Admin support

The recruitment agencies used are:

SP-22-002 – Mini Competition between Venesky Brown, ASA, Lorien & Harvey Nash

SP-22-003 – Ranked No 1 supplier
