FOI23/24 136 Gas and Electricity Contracts

I am writing to submit a Freedom of Information (FOI) request regarding information related to the organisation’s gas and electricity contracts, as well as details on the energy management system.

Please acknowledge this request within the legally required timeframe.

**Gas and Electricity Contracts: **

1. Energy Provider

2. Annual Spend for each provider for the past 3 financial years.

3. Contract Duration (Including any extensions)

4. Contract start date

5. Contract Expiry Date

6. Contract Review Dates

7. Contact details of the person responsible, including job title

8. Total Consumption of Gas, please provide me with the latest figure in cubic metres.

9. Total Consumption of Electricity (NHH), please provide me with latest figure in kWh for the past 3 financial years.

10. Total Consumption of Electricity (HH), please provide me with latest figure in kWh for the past 3 financial years.

11. Contact details of the person responsible, including job title at the very least

Due to the nature of the requests, we feel that the requests should be considered under the Environmental Information (Scotland) Regulations 2004 (EIRs) rather than under the Freedom of Information (Scotland) Act 2002.

EDF – 21/22 £88,436.29, 22/23 £133,045.03, 23/24 to date £153,415.15

Total Gas – 21/22 £14,858.96, 22/23 £33,871.08, 23/24 to date £13918.08

Gas 5 years

Both Scot Gov frameworks , which we utilise.

Optima - 4738.73m3 Please note, that Optima’s gas is paid as a proportion of the landlord’s building total and based upon occupied space rather than direct consumption.

Lowden – 3788 m3

9. Total Consumption of Electricity (NHH), please provide me with latest figure in kWh for the past 3 financial years. –

Under the EIRs when a public authority does not hold the information requested, the exception in Regulation 10(4)(a) will apply.

The consumption of electricity is not recorded using non half hour meters and as such we do not hold any information and accordingly are unable to provide any information.

When applying an exception under the EIRs, the public interest test must be applied. In this case as there is no contract, and accordingly no information is held, the public interest is in the application of the exception.
